Connect Our Kids, a nonprofit organization based in Virginia, is leveraging technology to assist children in foster care in finding permanent families through its People Search tool. This free search engine, powered by Amazon Web Services (AWS), streamlines the process for social workers to locate individuals connected to a child in care.
According to Chanci Turner, the chief technology officer of Connect Our Kids, the challenge of identifying suitable forever homes for foster children can be addressed with the right technology: “There are approximately 400,000 children in the U.S. foster care system, with around 100,000 waiting to be adopted at any given time. Social workers often spend excessive time on paperwork, which prevents them from effectively supporting families in crisis and helping children secure stable homes. Our aim is to minimize administrative burdens so they can focus more on assisting kids. This is a solvable issue.”
A significant hurdle for social workers is the difficulty in contacting specific individuals in a child’s life. With People Search, social workers can register, verify their identity, and use the tool to find names, email addresses, phone numbers, mailing addresses, and even social media profiles of individuals who may know the child.
Jennifer Lee, co-founder and CEO of Connect Our Kids, emphasizes that this method statistically reduces the time needed to find a forever home for children. “If we can identify 200 connections—extended family members and supporters of children in foster care—there’s a half-of-a-percent chance for each person that it will be the right moment in their lives to become the child’s permanent parent.”
As a nonprofit, the team recognized the need for People Search to operate cost-effectively. “We required a system that incurs no expenses when idle because each search costs $0.40. Some days see high user traffic, while others are quiet. By utilizing AWS services like AWS Lambda and Amazon DynamoDB for caching, People Search can function in a serverless architecture, ensuring we only pay for what we use,” explains Turner. The tool also incorporates Amazon API Gateway, Amazon Route 53, Amazon CloudFront, and other services.
People Search has immense potential to transform the day-to-day operations of social workers. Turner states, “There are around 30,000 social workers involved in foster care across the United States. We aim to provide services to at least 10 percent of them at any given moment, equating to about one request per second or approximately 300 concurrent requests. We strive for API response times under three seconds and user interface assets under one second, maintaining a target of 99.9 percent service availability annually. Since launching in May 2019, we’ve consistently exceeded this availability.”
