In recent years, we have witnessed a remarkable collaboration among civil society, governmental entities, educational institutions, and the private sector across Latin America. This unification has been crucial in enhancing our collective ability to tackle the economic and humanitarian challenges posed by the COVID-19 pandemic. As a result, technology has emerged as a pivotal force, facilitating a cultural transformation and accelerating digital advancements.

Organizations that traditionally took years to transition to cloud-based systems have condensed their timelines to mere months or even weeks. Digital channels have become the primary means of delivering essential services to citizens, customers, students, and patients alike. Public sector entities have harnessed the power of the cloud to address various pressing needs, including enhancing financial inclusion, improving access to education and healthcare, and ensuring transparency in electoral processes. This shift towards digital transformation has enabled these organizations to prioritize their core mission: serving their beneficiaries effectively. In this blog, we highlight several organizations in Latin America that are leveraging Amazon Web Services (AWS) to revolutionize the public sector.

BancoEstado Enhances Financial Inclusion in Chile

In Chile, BancoEstado, the country’s sole public bank and one of its largest financial institutions, has undertaken two initiatives with AWS to facilitate the consultation and allocation of social bonds for vulnerable populations, all within a three-week timeframe. These social bonds, which include early pension fund withdrawals and zero percent interest loans, have provided much-needed financial support during the pandemic. To implement these solutions, the team integrated various data sources and web applications using AWS tools such as AWS Lambda, Amazon DynamoDB, and Amazon CloudFront. In just the first eight weeks, these applications handled over three million queries, demonstrating remarkable scalability based on demand. The momentum for recovery and innovation continues to grow.

ICFES Supports Students with Remote Assessments

The educational systems across Latin America and the Caribbean faced significant disruptions due to the pandemic, compelling institutions to quickly adapt to maintain student engagement. The Colombian Institute for the Evaluation of Education (ICFES) utilized AWS to facilitate student assessments throughout this challenging period. Tasked with overseeing the quality of education at all levels in Colombia, ICFES developed a solution with AWS in only two months to manage online exams securely and at scale. In 2021 alone, this solution supported more than 300,000 students.

Einstein Hospital Expands Telemedicine Services with AWS

In June 2020, as Latin America became the epicenter of the pandemic, the Hospital Israelita Albert Einstein in São Paulo, Brazil, was already on its digital transformation journey initiated in 2018. This proactive approach allowed the hospital to respond effectively to the crisis. As a nonprofit civil association, Einstein Hospital reviewed its architecture with AWS to enhance telemedicine services and create a scalable model capable of accommodating any patient volume safely. By the end of 2020, the cloud’s elasticity enabled their telemedicine service to assist over two million patients, a significant leap from the 30,000 patients served before migrating to the cloud.

INE Partners with AWS for Transparent Electoral Processes

Regardless of the pandemic, the importance of openness and transparency in democratic processes remains paramount. On June 6, 2021, over 49 million Mexicans cast their votes in what became the largest elections in the country’s history. To prepare for these elections, the National Electoral Institute of Mexico (INE) collaborated with AWS to migrate its infrastructure to the cloud, leveraging its agility, automation, scalability, and high availability. This partnership allowed INE to publish real-time, reliable information to citizens while safeguarding electoral rights.

As we navigate a time marked by constant change, it is crucial for public sector organizations to foster a culture of innovation. They face the challenges of limited budgets, the need for rapid responses to unforeseen circumstances, and the delivery of flexible, secure services at scale. Digital transformation is essential for these institutions to remain resilient and effectively serve citizens and beneficiaries.
